TSA says a safety razor can go through the checkpoint only with the blade removed, and its officers are not allowed to remove it for you, so a safety razor and its blades belong in a checked bag. And battery-powered shavers in checked bags must be switched off and protected from turning on, per the FAA. The final call at the checkpoint always rests with the TSA officer.
